County Agrees to Have CMPD Continue to Provide Police Services in Unincorporated Steele Creek

(October 17, 2017) This evening the Mecklenburg County Board of Commissioners passed a resolution authorizing the County Manager to negotiate the terms of a five year interlocal agreement with the City of Charlotte for the Charlotte-Mecklenburg Police Department (CMPD) to provide law enforcement services within the unincorporated areas of Steele Creek and other unincorporated areas of Mecklenburg County.

The current contract between Mecklenburg County and the City of Charlotte was terminated by the county in April effective June 30, 2018. The new five year agreement will take effect July 1, 2018. The resolution authorizes the County Manager to bring back a fully negotiated interlocal agreement to the Board by the end of the year for consideration for adoption by the Board.

The base fee for the first year beginning in July 2018 will be $14,000,000, and this would be revised annually based on a formula that will be part of the agreement. Tax rates in the unincorporated service areas will not increase.

The Police Chief will provide a semiannual report to the Board of County Commissioners beginning in January 2018 and will provide performance data and metrics on service in the unincorporated areas.

The new agreement will apply to the extraterritorial jurisdictions (ETJs) for Charlotte, Davidson, and Mint Hill. The Towns of Cornelius, Huntersville, and Pineville plan to have their police departments service their ETJs. The Town of Matthews has no ETJ.

If the Board of County Commissioners had not agreed to extend the agreement with Charlotte, the Mecklenburg County Sheriff's Office would have had to provide police services to the unincorporated areas. This would have required the Sheriff's Office to organize and initiate services it currently does not provide.

On the map below, the pink areas are within the City of Charlotte and receive city services. The area in white is unincorporated and will continue to receive police services by CMPD. The area in blue cross hatch is serviced by CMPD's Steele Creek Division, located on the corner of S Tryon Street and Westinghouse Boulevard. It includes the Lake Wylie Patrol.
